Warning/error when size of annotation string exceeds allotted size in hdf5 table

We should issue a warning/error when the size of annotation string exceeds allotted size in hdf5 table. Currently, the size allotted is calculated/estimated based on the max_annotations argument provided by the user.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
