python version compatibility

Currently the ketos setup file specifies that ketos is compatible with Python versions >=3.6.0, <=3.8.0: https://gitlab.meridian.cs.dal.ca/public_projects/ketos/-/blob/master/setup.py

This would imply that we are not compatible with e.g. 3.8.1 or 3.8.10 or similar. Is this really the case? I'm guessing we are fine with any version of 3.8.x .

@bpadovese , your thoughts?

Would be nice to bump this up to 3.8.x if possible...
