Option to specify 'time' instead of 'start' and 'end'

As an alternative to specifying start and end times for the fetching of environmental data, it would be desirable to have the option of specifying a single date-time. The data that is closest in time to this date-time value would then be fetched.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
