CHS API doesn't support raster downloading
Canadian hydrography service is in the process of porting the API to new hardware. The web server is online, but ARCGIS REST server is still missing some functionality. Notably, you can't download rasters anymore: https://gisp.dfo-mpo.gc.ca/arcgis/rest/services/FGP/CHS_NONNA_100/ImageServer/download returns an error message

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
